The tobacco industry is fighting moves to sell cigarettes
in plain packs by claiming food manufacturers will be hit next.
Admittedly, some of the data we have about the effect
of plains packs is of passing interest.
One thing is certainly true:
if plain packs had a marked effect on public health we'd have heard about it.
The introduction
of plain packs would make all cigarettes and packets look the same.
The flip side is that government U-turns
on plain packs, minimum alcohol pricing, fracking and gambling all seem to bear his mark too.
Research also indicates that smokers, especially those ages 18 to 29, found the
new plain packs less appealing.
Plain packs suggest the consumer needs to be propagandised for the entirety of their contact with the product.
That's why the debate
over plain packs matters, whether you're a smoker, a non-smoker or someone who doesn't see what the fuss is about.
Plans to
introduce plain packs had considerable momentum behind them but were postponed indefinitely while ministers observed what the effect of a similar policy was in Australia.
Cameron was repeatedly asked about whether he had ever had a conversation with Crosby, who works one day a week for the Tories,
about plain packs during PMQs today, but he appeared to evade the question.
While I don't
expect plain packs to have a dramatic impact on adult smokers, I suspect it will act as a trigger for those already thinking about quitting and help quitters stay quit.
Australia became the first country to impose
blanket plain packs recently and is now facing significant legal challenges.
At one point it celebrates the fact that public support for the policy in Australia has risen from 28 % to 51 %
since plain packs were introduced.
It ignores the facts - that illicit tobacco has been in sustained decline for more than a decade, and that the claimed relationship with health measures
like plain packs or tax hikes do not stand up to scrutiny.
It's impossible to disentangle the effect of
plain packs from other measures imposed by the Australian government, such as a massive hike in excise duty.
The ultimate Kong in my house may contain a blob of peanut butter over the narrow opening as a plug and then I stand it up and fill with any combination of yogurt (just absolutely NOTHING labeled as sugar free or using sugar substitutes, these are very dangerous for dogs),
plain pack pumpkin (NOT the pie filling with sugars and spices, just plain pumpkin), bananas, cheerios, kibble and more peanut butter.
I don't believe for a second that this is a slippery slope and that I will be selling chocolate bars or crisps
in plain packs in years to come, as the tobacco companies are claiming.

But there is, as the prime minister is well aware, no evidence linking Crosby, the prime minister and the coalition's U-turn
on plain packs.
