City feels very empty in terms of population because there really isn't many NPC's walking around adding that bit of extra personality to the map, but instead there is the odd few pedestrians in and around the city just walking around giving off a walking dead kind of vibe and in fact there seems to be more enemy AI than actual members of the general public scattered around the map apart from one linear level section which takes place at the Mardi Gras festival, where it is a fairly busy environment that you have to get through undetec
