practical job of choice.
Even a Congress controlled by Democrats will not put a price on carbon, so the Executive Branch has no other
practical choice but to use the legal authority it already has in its hands via the Clean Air Act if it wants to get the
job done
of raising carbon fuel prices and constraining carbon fuel supplies.
