The lack of diversity in Trident's staffing and lending disturbed Beth Warshaw, 38, a
white manager at a local arts nonprofit, who last year bought a two - bedroom brick row house in a
primarily African American
neighborhood of South Philadelphia.
The schools are
primarily located in wealthier,
whiter neighborhoods, and while they have many of the freedoms granted charters in how the schools are run, they adhere to all district collective bargaining agreements and also receive their budgets directly from the district.
