international evidence confirms the most efficient way to contain health care costs is a robust universal primary health care system
In the interview reported below by Croakey contributors Dr Megan Williams and Summer May Finlay, Minister Wyatt highlights the need
for primary health care systems to provide better continuity of care for prisoners upon release, as a strategy for both improving health outcomes and reducing re-incarceration rates.
What was also missing from the Commission's report was any mention that a
local primary health care system already exists, Medicare Locals, and that it is the best option for achieving the large cost growth savings required by the government and at the same time improving quality of care.
Medicare Locals evolved from the international evidence on the value of a
strong primary health care system and have been developing rapidly to improve the coordination of and access to General Practice, Mental Health, Aboriginal Health, Chronic Disease services and Aged Care services, as well as delivering local services to improve health in areas of need.
For example, a recent review of Aboriginal primary health care states that: international figures demonstrate that optimally and consistently
resourced primary health care systems can make a significant difference to the health status of populations, as measured by life expectancy, within a decade.
Naturopathic medicine is
a primary health care system integrating modern scientific knowledge with natural forms of medicine.
As part of the 2016 - 17 Federal Budget, the Government announced the Healthier Medicare: Reform of
the Primary Health Care System package.
A key question is whether Medicare Locals will enable us to move towards more of
a primary health care system and less of a medical model of care.
Their commitment to a prevention agenda is strong, recognising this is not the «soft» end of health care, but an area of investment on the same footing as the need to bolster
our primary health care system.
The result is that in South Australia
the primary health care system now focuses largely on out of hospital treatment for people with chronic conditions such as diabetes.
