This plan is proof that there is now a strong cross-party political consensus that tough action to tackle smoking is
the primary public health priority and a strong signal to council health and wellbeing boards that tackling smoking needs to be top of their agenda.
123 However, where the SCI concerned hosts a
priority natural habitat type and / or a
priority species, the only considerations which may be raised, under the second subparagraph of Article 6 (4) of Directive 92/43, are those relating to human
health or
public safety, to beneficial consequences of
primary importance for the environment or, further to an opinion from the Commission, to other imperative reasons of overriding
public interest.
