Principals at Scale: Creating District Conditions That Enable All Principals to Be Effective, and the accompanying toolkit, came out of the Conditions for Effective Leadership Project, led by the Bush Institute and New Leaders, which brought together more than 20 education and leadership experts for insight and recommendations.

AREL has recently released a report co-authored with New Leaders called Great
Principals at Scale: Creating District Conditions That Enable All Principals to Be Effective.
This case study is a follow up to our previous Great
Principals at Scale report, and it highlights Gwinnett's approach to creating an intentionally systemic school leadership strategy to improve schools and raise student achievement.

Other school characteristics associated with better student achievement included: more time spent on English instruction; teacher pay plans that were based on teachers» effectiveness
at improving student achievement,
principals» evaluations, or whether teachers took on additional duties, rather than traditional pay
scales; an emphasis on academics in schools» mission statements; and a classroom policy of punishing or rewarding the smallest of student infractions.
In every case, the difference between top versus bottom 20 % mean teacher ratings of

To raise achievement levels among poor students on a grander
scale, the report recommends allowing
principals at opportunity schools to train other school leaders and increasing the number of social workers and reading interventionists in schools.
While only 53 percent of first - year
principals felt themselves
at least a seven on the preparedness
scale, nearly 80 percent of second - year
principals thought the same.
Improving school leadership
at scale is impossible without effective training for existing
principals as well — and the benefits reverberate throughout school systems:
The goal of the program is to give
