If a community needs minimal
animal control services due to a
small population of
animals, local governments may employ an
animal control officer and contract with a
private operator, like a local veterinary
clinic, to provide other services.
Dr. Kelly Farrell, a graduate of Cornell College of Veterinary Medicine, practiced as a
private small -
animal veterinarian until she was drawn into nonprofit work by the need for leadership in the burgeoning spay / neuter
clinic movement.
