If wage negotiations, for example, were to build in current low expected price increases — of the order of 2 to 3 per cent — that kind of behaviour would clearly produce better national outcomes
than if larger increases (not backed by genuine
productivity gains) were pursued and
granted, only to be followed by a tightening of policy.
