The 2006 Integrated Energy Policy Report Update stated that the single largest opportunity to help California meet its statewide energy
and climate
change goals resides with smart
growth - development that revitalizes central cities
and older suburbs, supports
and enhances public transit,
promotes walking
and bicycling,
and preserves open spaces
and agricultural lands.
We recognize that increasing energy efficiency
and reliance on renewables
and other clean energy technologies can contribute significantly to energy security
and savings, while also addressing climate
change and promoting sustainable economic
growth and innovation.
In what his aides called one of the most significant policy addresses of his second
and final term, the mayor argued that directly taxing emissions of carbon dioxide
and other greenhouse gases that contribute to climate
change will slow global warming,
promote economic
growth and stimulate technological innovation — even if it results in higher gasoline prices in the short term.
Rand proposes a way to
change the conversation
and suggests that we take advantage of our cognitive biases, put on a happy face,
and promote «a brave new world of clean energy abundance
and sustainable economic
growth.»
But evidence shows this is the wrong approach to address climate
change and negotiators would be better off focusing on market competition
and innovation, which have proven able to reduce emissions intensity
and promote economic
growth.
