analysis which is relevant to challenges to laws and accommodation which is relevant to practices: «The government is entitled to justify the law, not by showing that it has accommodated the claimant, but by establishing that the measure is rationally connected to a pressing and substantial goal, minimally impairing of the right and
proportionate in its
effects.»
