Protecting vulnerable adults
This case does not say that all local authorities must
protect all vulnerable adults from abuse.
These cases have also revealed what many consider to be a defect with our current legal system in that it places no express obligation upon local authorities, or other public bodies, to

But what it does say is that, where a local authority (or possibly another public authority) could act to
