in the public interest for an adequately publicly
funded legal aid system with a statutory foundation that is independent of the
government and (b) that the law society request that the Legal Aid Society immediately rescind the recent changes including the changes to the financial eligibility guidelines and the choice of counsel
provisions.
Accordingly,
in the final rule we have excepted from the definition of «health plan» a
government funded program which does not have as its principal purpose the
provision of, or payment for, the cost of health care or which has as its principal purpose the
provision, either directly or by grant, of health care.
These
provisions are not yet
in force as concerns have already been raised that the proposals will give a Westminster
government the chance to make cuts to the
funding sent to Wales.
The
Government's response to the Commonwealth Grants Commission's report into Indigenous
funding contains a number of important undertakings and commitments, which are made
in the context of «Principles for equitable
provision of services to Indigenous people» an agenda that provides an accountability framework for

government monitor
funding to assist corporations with the transition to the new regime and make
provision in the 2007 - 2008 budget to increase
funding if necessary.37
While the previous
Government in its 2007 changes provided mechanisms through which these corporations could gain support, either directly from FaHCSIA or through their Native Title Representative Body, FaHCSIA have stated that the
provision of
funding support for PBCs beyond their initial establishment phase has been limited by the high level of demand for resources by the Native Title Representative Bodies and the level of
funds available to the program.
While the CERD acknowledged that the
