The grants require a State DOT lead, and proposals must address implementation, interoperability,
public acceptance and potential hurdles to adoption of the
demonstrated user - based alternative revenue mechanism, privacy protection, use of independent and private third party vendors, congestion mitigation impacts, equity concerns, ease of user compliance, and the reliability and security of technology used.
