In this, the second annual national survey of U.S. adults conducted under the auspices of
Education Next and the Program on
Education Policy and
Governance (PEPG) at Harvard University, we observe a
public that takes an increasingly critical view both of
public schools as they exist today and, perhaps ironically, of many prominent reforms designed to improve them.
Washingtonians are accustomed to seeing their elected and appointed leaders attempt to improve
public education in the city: Since 1804 there have been 17 different school
governance and administrative regimes, the most recent established
in 2007.

Changing
governance arrangements clearly can make a difference
in the way urban
public school systems function, but such a strategy requires the right combination of ingredients - committed and skilled leadership by the mayor, willingness to use scarce resources, a stable coalition of supporters, appropriate
education policies, and a cadre of competent, committed professionals to implement the reforms.

Yet nothing
in the traditional
governance of
public education is suited to this flowering of options and operators.
Yet not to confront the challenges of structure and
governance in public education in our time is to accept the glum fact that the most earnest of our other «reform» efforts can not gain enough traction to make a big dent
in America's educational deficit, to produce a decent supply of quality alternatives to the traditional monopoly, or to defeat the adult interests that typically rule and benefit from that monopoly.
