DALLAS — The Texas Permanent School Fund that guarantees more than $ 70 billion of
public school construction bonds retains top credit ratings despite its increasing support for riskier charter school debt, analysts said.

They have no taxing power, no access to state capital budgets, and, ordinarily, no
bonding authority — they are shut off from the prevailing
public sources of revenue for
school construction.

public school construction and improvements.
