Although charter students made up only 2.9 % of U.S.
public school enrollment in 2008 — 2009, charter
enrollment has
grown rapidly and seems likely to accelerate in the near future (NAPCS 2009).

As the portfolio of charter and district options
grew, NCSF partnered with the district in 2014 to develop a common
