under the general welfare provision of the
Constitution, the Federal Government offers financial assistance to
states and local communities for a variety of educational
purposes, ranging from subsidies for school lunch programs to salaries for teachers of agriculture and loans for school building construction.

purposes, «it is nearly impossible to bring a criminal charge for these abuses
