The extent to which the state controls the primary election machinery appears from the Texas statutes, as follows: Art. 3118, Vernon's Texas Statutes, provides for the election
of a county chairman for each
party holding a primary by the «
qualified voters of the whole county,» and
of one member
of the
party's county executive committee by the «
qualified voters of their respective election precincts.»

party is
qualified if it meets one
of three conditions: (1) in the last gubernatorial election, one
of its statewide candidates polled at least two percent
of the statewide vote; (2) the
party's membership is at least one percent
of the statewide vote at the last preceding gubernatorial election; or (3)
voters numbering at least 10 percent
of the statewide vote at the last gubernatorial election sign a petition stating that they intend to form a new
party.
To completely restore democracy and to assure
voters that their vote truly counts, we need to couple this reform with Instant Runoff Voting to break the stranglehold
of the increasingly polarized two -
party system and open the field up to
qualified alternative candidates.
