The scramble to deliver
quality, CCSS -
aligned professional development to all who need it is both as crucial and (so far) as patchy as the quest for suitable
instructional materials.
By
instructional leadership, we mean the principal's capacity to: 1) offer a vision for instruction that will inspire the faculty; 2) analyze student performance data and make sound judgments as to which areas of the curriculum need attention; 3) make good judgments about the
quality of the teaching in a classroom based on analysis of student work; 4) recognize the elements of sound standards - based classroom organization and practice; 5) provide strong coaching to teachers on all of the foregoing; 6) evaluate whether
instructional systems in the school are properly
aligned; and 7) determine the
quality and fitness of
instructional materials.

The instructors are themselves of two minds on this matter, many of them taking professional pride and pedagogical satisfaction in developing and adapting their own curricula, even as others yearn for someone to please supply them with
quality instructional materials that are
aligned with the standards and assessments that their states have mandated.
In coming months, Fordham will point to some good examples of textbooks and other
instructional materials that are
aligned and high
quality; other organizations are also gearing up (better late than never) to review curricular
materials.
States and districts will need to recruit, prepare, and retain talented teachers and principals and support them with high -
quality professional development, curriculum and
instructional materials aligned with standards, and the tools to support data - based decisions.
When the observed districts were provided with high -
quality materials and support, observations found that 86 percent of observed lessons had become fully
aligned, as strong
instructional materials drove the teaching and learning of all lessons.
This purpose can be accomplished by ensuring that high -
quality academic assessments, accountability systems, teacher preparation and training, curriculum, and
instructional materials are
aligned with state academic standards so that students, teachers, parents, and administrators can measure progress against common expectations for student academic achievement.

While the project aims to produce free, high -
quality, CCSS -
aligned instructional materials for distribution across the country, it also seeks to answer key questions: What are the most critical problems with today's
instructional materials?
Research tells us that high -
quality,
aligned instructional materials is important in helping teachers support their students in mastering the skills, knowledge, and experience they need to be college and career ready.
And we curate
instructional resources so teachers can easily access high -
quality, standards -
aligned materials.
Teachers consistently rank Common Core -
aligned instructional materials as a top priority among supports and resources critical to ensuring successful implementation of the standards.28 But the availability of high -
quality Common Core -
aligned materials has been lacking.
Section 1001.1 calls for «ensuring that high -
