care intervention (n = 48) or to

care as usual (n = 43) and a sample of typically developing Romanian

care can lead to benefits across a range of domains including antisocial behaviour, 21 sexual activity, 22 school attendance and academic achievement, 23 social behaviour and
quality of life24 compared with

remain at home or who reunify following foster
care, and that enhanced foster
care can produce even better outcomes in terms of fewer mental and physical health problems.25
The literature on these placements suggests that although kinship families are much more vulnerable than unrelated foster families,
children living with relatives are more likely to
remain in the same placement and to have longer durations in foster
care.78 Given the large numbers of kinship placements occurring across the United States, it would behoove the
child welfare system to provide supportive services to these vulnerable kinship families to enable them to provide
quality care to the
children in their
care (see the article by Geen in this journal issue).
Main Outcome Measures
Quality of
care was operationalized across 4 domains: effectiveness (eg, families received ≥ 4 Healthy Steps — related services or discussed > 6 anticipatory guidance topics), patient - centeredness (eg, families were satisfied with
care provided), timeliness (eg,
children received timely well -
child visits and vaccinations), and efficiency (eg, families
remained at the practice for ≥ 20 months).
Despite evidence of the positive impact of high -
quality early childhood education for all
children, it
remains out of reach for most low - and moderate - income families.15 The average price of center - based
care in the United States accounts for nearly 30 percent of the median family income, and only 10 percent of
child care programs are considered high
quality.16 Publicly funded programs — such as Head Start, Early Head Start,
child care, and state pre-K programs — are primarily targeted at low - income families, but limited funding for these programs severely hinders access.17 This lack of access to high -
quality early childhood education perpetuates the achievement gap, evidenced by the fact that only 48 percent of low - income
children are ready for kindergarten, compared with 75 percent of moderate - or high - income
children.18

remains out of reach for many families.
High -

child care and preschool programs — are critical for workers with young
children who hope to
remain in the workforce.
