One novel feature of this work is the coaches»
use of data from practical measures of the
quality of
classroom instruction when, for example, negotiating improvement goals with teachers.

quality, authentic literature in
classrooms, development of engaging and dynamic professional development for teachers, and serving as an advocate for excellence in literacy
instruction.
Over time, we worked to develop an observational tool, the Mathematical
Quality of
Instruction (MQI), that would capture these and other dimensions of mathematics
classrooms; then we trained several dozen teachers and former teachers to score those videotaped lessons
using the observational tool.
The completed online, video - based assessment tool aims to measure how school leaders can observe and notice the
quality of
classroom instruction, interpret their observations and provide productive feedback to the teacher, and
use the observations to plan professional development for the teaching staff.
If the past
use of this money is an indicator, however, it is likely that the federal investment in improving teaching under this formula grant will not actually lead to any meaningful change in the
quality of
instruction in the nation's
classrooms.
Similarly, the National Academy of Advanced Teacher Education, or NAATE, which provides specialized professional growth opportunities for educators, works to retain teachers and school leaders through opportunities to grow in data - driven
instruction techniques, peer leadership, and communication and feedback.32 Building on past professional learning successes via its network of teacher leaders in 185 sites, the National Writing Project's, or NWP's, College Ready Writers Program demonstrated that teachers will commit to and participate in high
quality professional development that helps them strategize approaches to teach argument writing
using nonfiction texts and provided adaptable
classroom materials.
In November of 2000 that project expanded to a web presence known as Internet 4
Classrooms («i4c»), a free web portal designed to assist anyone who wants to find high -
quality, free Internet resources to
use in
classroom instruction, developing project ideas, reinforcing specific subject matter areas both in the class and at home and even for online technology tutorials.
As with Black and William, the purpose of diversity is not negatively discriminatory tracking and the denial of opportunity, but
using classroom assessment integrated with high
quality curriculum and
instruction to ensure that all students reach high levels of important learning.
Based on rigorous research reviewed by the National Center on RTI at the American Institutes for Research, the authors highlight several recommendations for implementing RTI with fidelity: 1) Institute a continuum of instructional supports for students through a multi-level prevention system, including primary prevention through high
quality core
instruction in the
classroom, secondary prevention through supplementary interventions of moderate intensity for students most at risk, and tertiary prevention through individualized interventions for those who do not respond to secondary prevention approaches; 2) employ universal screening through brief, valid and reliable assessments; and 3) monitor student progress

Although Pennsylvania commendably requires
classroom observations as part of teacher evaluations, the state should articulate guidelines that focus
classroom observations on the
quality of
instruction, as measured by student time on task, student grasp or mastery of the lesson objective and efficient
use of class time.
