Advocates
of such
alternatives have learned, to our sorrow, that while putting a «charter» sign on a schoolhouse door certainly indicates potential, it is no guarantee
of quality — or even
of a genuinely different approach to
education.
Yet not to confront the challenges
of structure and governance in public
education in our time is to accept the glum fact that the most earnest
of our other «reform» efforts can not gain enough traction to make a big dent in America's educational deficit, to produce a decent supply
of quality alternatives to the traditional monopoly, or to defeat the adult interests that typically rule and benefit from that monopoly.
Many states around the country have yet to determine how to best measure the
quality of alternative school
education.
The profound lack
of knowledge about public
education, as reflected in comments about public schools being «flush with cash» and badly underserving the nation's children, coupled with policy proposals based on these «
alternative facts», pose a threat to a high -
quality education for more than 50 million students.
For most
of the past decade, NCATE, the American Association for Colleges
of Teacher
Education and the ed schools they represent have spent more time criticizing school reformers, decrying the presence
of alternative outfits such as Teach For America, and defending their shoddy offerings, than on improving the
quality of their teacher training.
Over the years, one
of the mysteries
of my school choice advocacy has been the reluctance among many, including a large number
of supposedly market sensitive business leaders, to understand and accept the dynamics
of competition and how, in a choice environment, these dynamics will produce a supply
of quality education alternatives to meet the demand while driving improvement in the public schools.
The
education committee is asking for written submissions on the routes into
alternative provision, the
quality of teaching in PRUs and other institutions, educational outcomes and destinations
of pupils.
As a secondary educator with experience in a public school, I believe that
alternative forms
of education can be beneficial; however, not at the expense
of quality educators.
2.2 The Superintendent provides adequate financial support and other needed resources for implementation
of quality alternative education services (i.e., teaching and non-teaching staff, equipment, technology, supplies, curriculum, etc.).
That means your student will get a higher
quality education through a local public charter school than they would at any
of the
alternatives.
Under the bill, an independent oversight board would be created inside the state Department
of Education to review new charters and monitor existing ones in a move to address growing questions about the
quality and access
of the
alternative schools.
Although many states now staff their schools with teachers prepared through
alternative certification routes, there is a growing concern about the
quality and relevance
of the programs to produce excellent teachers, especially teachers to serve the teaching fields with the most needs — math, science, special
education and English as a second language and bilingual
education.
