State policies governing charters vary widely, in ways that affect both the supply and
quality of charter schools in a state.
During that time, it has become clear that the authorizers — the agencies that approve, monitor, renew and, if necessary, close charter schools — have a tremendous impact on both the number and
quality of charter schools in existence.
By deciding which proposals are good enough to be approved and which schools are good enough to stay open, authorizers have tremendous powers that determine the overall
