The foundation for some of the
questions and doubts about the
decision's legacy can be found in two separate but interrelated conceptual
flaws inherent in Brown.
Though probably an unavoidable step given the
flawed and sporadic use and implementation of PEPs, the
decision raises real
questions about the future of individualized learning plans in North Carolina and whether the state will settle for a «one - size - fits - all» approach.
