Each June, the last scheduled month of the annual legislative sessions, such bills pop up for
quick floor votes with little debate or public review.
After a typical Albany late night / early morning where a number of major pieces of legislation were rushed to the
floor for a
quick vote with little or no debate Gov. Andrew Cuomo does not seem to be in a rush to get in front of a gaggle of reporters.
