Another attendee described a
similar experience with a consultant offering help with Ofsted where the
suggestions amounted to a checklist of elements that should be in every lesson,
rather than any sort of information about why they might result in better learning.
In reality the
suggestions made by The Rand Royal Commission for the legislature to create legal status for the union by statute were never directly adopted in this manner, but
rather evolved to a
similar point over time for the purposes of labour relations through a mix of statute and case law.
