Under the school admissions code, the local education authority must make it clear in admissions arrangements that parents can request a deferral until later in the academic year or until the term in which the child
reaches compulsory school age.
Parents also have the right to send their child to school on a part - time basis before
they reach the compulsory school age.
A child under compulsory school age has special educational needs if he or she is likely to fall within the definition above when
they reach compulsory school age or would do so if special educational provision was not made for them (Section 20 Children and Families Act 2014).
