Before we delve a little deeper into those Australian findings, most people will probably be very familiar with the PISA international
assessment for 15 - year - olds — that looks at scientific literacy,
reading literacy and mathematical literacy — but can you just start
by giving us an overview of PIRLS?

Using more recent data, a report
by the Center on Education Policy concludes that
reading and math achievement as measured
by state
assessments has increased in most states since 2002 and that there have been smaller but similar patterns in NAEP scores.

The reversal in the overall trend is, however, driven wholly
by an improvement in the rigor of
reading assessments, which set expectations that are higher
by 0.49 standard deviations in 4th grade and

These new systems depend primarily on two types of measurements: student test score gains on statewide
assessments in math and
reading in grades 4 - 8 that can be uniquely associated with individual teachers; and systematic classroom observations of teachers
by school leaders and central staff.
Viewed as a group, schools managed
by our CMOs achieve rates of proficiency on state
assessments in
reading and math that average about 9 percentage points higher than those of schools in their local districts (see Figure 2).
Within this model, text readability — specifically, its quantitative measure for relative difficulty — is set higher than the mark set
by prior readability systems and
reading comprehension
assessments for each grade span.

Results reported thus far have been mixed: an analysis of 2013 cohort data
by Wayne State University professor Thomas C. Pedroni found that the majority of EAA students failed to demonstrate progress toward proficiency on the state's
assessments in
reading and math, and some students» performance (approximately one - third) declined.
We compared a principal's
assessment of how effective a teacher is at raising student
reading or math achievement, one of the specific items principals were asked about, with that teacher's actual ability to do so as measured
by their value added, the difference in student achievement that we can attribute to the teacher.
«I have documented this in the last several years
by using multiple
assessments of
reading ability,» she said.
We find a positive correlation between a principal's
assessment of how effective a teacher is at raising student achievement and that teacher's success in doing so as measured
by the value - added approach: 0.32 for
reading and 0.36 for math.
The council's Beating the Odds VI report, a city -
by - city analysis of student performance, recently revealed that urban students» scores on state
assessments in
reading and math as well as on the more rigorous federal test — the National Assessment of Educational Progress (NAEP)-- are rising, with urban students making the most gains in mathematics.

by a few immediate reactions:
In 2017, standardised classroom - based early grade

An attempt
by Clinton in 1996 to develop voluntary
assessments for fourth - graders in
reading and eighth - graders in math was thwarted when Congress refused to fund it.
Most

by computer, although teachers
