Once
so designated, public school students are entitled to
receive a free and appropriate public
education (FAPE), to include
special education services in the least restrictive environment possible and according to an individualized
education program (IEP).
As it stands now,
special education needs plenty of work, as there are children throughout the city who are not
receiving their mandated
services, or who have had their IEPs amended
so as to fit into the constraints of their local schools.
