of Chinese
reform and adjustment in this

Howie Hawkins, the
recent Green Party candidate for Governor,
issued the following statement today in response to the announcement that Governor Cuomo would require state lawmakers to adopt a 5 point ethics
reform plan as part
of the state budget process.

reform (among many other policy
issues).

The
recent furor over District
of Columbia high schools
issuing dubious diplomas has prompted pundits to declare a decade's worth
of school
reform in the nation's capital a failure.
Recent years have also brought a principled critique by influential scholars — E.D. Hirsch, Grover Whitehurst, and Diane Ravitch come immediately to mind —
of both standards - based
reform and school choice, on the grounds that these changes neglect crucial
issues of curriculum and instruction (and so neglect what actually goes on in classrooms between teachers and students).
Regarded as competent, somewhat un-ideological and willing to listen on a range
of issues such as
reforms to qualified teacher status, the former secretary
of state warmed herself to teachers and commentators alike — even if hers was one

It is in this context that the

recent years, the USPTO has come under increasing scrutiny over the quality
of its patent examinations.1 The growing push for
reform of the patent system is fueled by the rapid rise
of technology, financial services, telecommunications, and other innovations driving the information economy, all straining the USPTO's ability to evaluate and
