To broaden the approach of estimating plausible

The first step
recommended in the study is for the national intelligence community to include comprehensive
assessments of climate
change in future security plans, just as agencies now take into account traditional but uncertain threats.
For example, a recent U.S. federal interagency
assessment recommended a value of $ 25 per ton for 2015 (
in 2010 $) with the tax rate rising at a rate of about 2 to 3 percent per year
in real terms (roughly reflecting growth

We
recommend that the new scenarios be used not only
in the IPCC's future
assessments of climate
change, its impacts, and adaptation and mitigation options, but also as the basis for analyses by the wider research and policy community of climate
change and other environmental problems.
Good intentioned as those public servants proposing these
changes may be, most professionals involved
in the
assessment and appeal process (including every assessor the author has queried) agree that the
recommended changes will have a negative impact on the quality of
assessments, and will ultimately increase both the number of appeals and the average time required to resolve an appeal.
