Even though elementary schools are the most universally attended educational institutions — between prekindergarten and 8th grade, a child attends school for more than 9,000 hours, more than twice the time
spent in high school — the attention
to, and
regard for, elementary
education is inversely proportionate.
So I'm pleased
to laud the administration for its recent, smart, and gutsy decision
regarding special
education spending.

education reforms, and the effectiveness of

regarding such accountability - related issues as the need for more state - supported instructionally diagnostic assessments.
SB 1346 would require each LEA's annual fiscal audit
to determine whether LCFF expenditures were in compliance with SBE - adopted regulations
regarding supplemental and concentration funds, and further would require county offices of
education, as part of their review of an LEA's adopted budget,
to determine whether LCFF
spending complies with state regulations.
Last month the Department of
Education released findings from an annual survey of school districts
regarding their
spending of a $ 2.3 billion federal grant program that is intended
to improve the quality and effectiveness of our nation's teachers.
I looked at the math too, but figured any extra money with
regard to interest rate, was justified by considering the extra money
spent as
education expenses.

to spend time with their children and
to make sound decisions
regarding their
education, health care, religious instruction and other matters.
