regarding federal education legislation as well as reforms at the state and local levels.

Education's Office for Civil Rights issued the
federal guidance
regarding discipline and the State of California followed with
legislation passed in September 2014 that banned suspension for «willful defiance» in grades K - 3, and expulsion for «willful defiance» in all grades (ACLU, 2015).
