The case began when the Animal Shelter was contacted by a concerned citizen
regarding numerous dogs being kept in deplorable and inhumane conditions at a residence in the City of Scotts Valley that had been the subject of previous complaints.
The Oklahoma Department of Agriculture has a long history of oversight in animal agriculture, (their history is in LIVESTOCK agriculture,
dogs are specifically exempted from the definition
numerous times in the act and rules
regarding the department) so this would not be «outside their scope» as you claim.
