The Gates Foundation has avoided systematic efforts
to achieve equity of resources for schools and the
children who attend them; instead, it asserts that teacher effectiveness is the best lever in this
regard, and it has focused most of its research and advocacy on promoting public investment in systems that measure and promote teacher effectiveness.
The statistics and anecdotal evidence
regarding a system which fails
children at 11 years old shows clearly that such divisiveness does not aid social mobility or enable working class
children to achieve their potential.

to better understand the needs of a
child, the mediator has no say in the final agreement the parents
