A realist, on the other hand, would certainly point out that what allowed the two countries to play such a big role was
the regional vacuum created by the weakness of Egypt and Saudi Arabia, the two traditional leaders of the Sunni block.
While it is desirable not to foist a standard model on different regions, and this is one of the reasons given for the slowness in getting
regional engagement arrangements in place or supported, I remain concerned that the
vacuum in Indigenous
regional participation is
creating problems.
