The issue
of the
relative quality of private and public schools was at the core
of our research, and we relied on both data on school resources and day - to - day operations and on
student achievement scores.
New empirical work, using better data (e.g., that enable researchers to estimate the
relative impact
of factors affecting
student achievement growth from year to year) and more - sophisticated statistical techniques has, in broad terms, reinforced the Coleman Report conclusion that teacher
quality is the most important schooling variable.
But measured school
quality often varies dramatically within a school district, and therefore it is important to know whether individual schools differ in the
relative success
of advantaged and disadvantaged
students.
In particular, it could lower perceptions
of school
quality in states where many
students perform poorly
relative to national norms but are deemed proficient by the state.
In effect, this technique holds teacher
quality constant by comparing the
relative performance
of white and black
students under the same teacher.
This pattern suggests the program disproportionately attracted certain types
of private schools, such as schools struggling to keep
students enrolled,
relative to the high -
quality schools that do not have this enrollment issue.

quality charter schools serve only a small percentage
of children

students for whom the NAACP advocates
relative to said population left behind in failing schools; and
