level through a formal or informal role

of inter-governmental agreements?
In applying the provisions
of this Convention,
Governments shall: (a) Consult the peoples concerned, through appropriate procedures and in particular through their
representative institutions, whenever consideration is being given to legislative or administrative measures which may affect them directly; (b) Establish means by which these peoples can freely participate, to
at least the same extent as other sectors
of the population,
at all
levels of decision - making in elective institutions and administrative and other bodies responsible for policies and programmes which concern them; (c) Establish means for the full development

A facilitation process was established
at government level in December 1999, with the establishment
of Director Generals Steering Group and a Cairns Based Implementation Group, both
of which comprise
representatives from
government agencies and Indigenous organizations.
This dialogue has occurred between the Australian
government and and two UN treaty committees, on the Elimination
of Racial Discrimination (August 1999 and March 2000) and the Human Rights Committee (HRC)(July 2000); between Indigenous non-
government organizations and UN committees on each
of these occasions; between the
government and Indigenous and non-Indigenous
representatives before the Parliamentary Joint Committee on Native Title and the Aboriginal and Torres Strait Islander Fund (PJC) in February and March 2000; and,
at a broader
level, among Australian citizens and a range
of institutions, as part
of a continuing debate about the meaning
of reconciliation.
Indeed, in consultations for the Report on greater regional autonomy it was noted that there was «wide support for the retention
of a
representative and democratically - elected body
at the national
level to address
government and to coordinate Indigenous advocacy».
Yet «client satisfaction» is based on the satisfaction
of «peak bodies from mining and local
government; State and Commonwealth agencies; native title
representative bodies; individual native title claimants; businesses engaged in mining; development and environmental consultancies; individual local
governments; large commercial developers; pastoralists; environmental non-profit groups; various elected officials
at all
levels of government; and lawyers and consultants working in native title.»
Establish systems
of planning, service delivery, and monitoring and evaluation
at the Territory - wide and community
level that are based on partnerships between the two
Governments and Aboriginal community
representatives and services.
The
government enters into negotiations with duly mandated
representatives of Aboriginal groups and the provinces concerned, in order to establish mutually acceptable processes
at the local, regional, treaty or provincial
level.
However, the Report on greater regional autonomy found «wide support for the retention
of a
representative and democratically - elected body
at the national
level to address
Government and to coordinate Indigenous advocacy [and]... to provide «balance» between different Indigenous groups and interests across the country.»
To «facilitate public scrutiny
of government policies... and to encourage the involvement
of the various... sectors
of society in the formulation, implementation and review
of the relevant policies... [T] he preparation
of the report, and its consideration
at the national
level can come to be
of at least as much value as the constructive dialogue conducted
at the international
level between the Committee and
representatives of the reporting State».
To this end the
Government should work with Aboriginal and Torres Strait Islander peoples, their
representatives, and other organisations such as the Office
of the Registrar
of Indigenous Corporations to identify and develop capacity building opportunities for inclusion in the IEDS
at the individual, organisational and community
levels.
There are a variety
of existing
representative and advisory structures
at the State and Territory
Government level for Aboriginal and Torres Strait Islander peoples.
Held
at Scadding Court Community Centre in Toronto, the event began with a hot breakfast served to local residents,
representatives from the organized real estate community and elected leaders from all three
levels of government.
