Thirty states require measures of student academic growth to be at least a significant factor within teacher evaluations; another 10 states require some student growth, and 11 states do not
require any objective measures of student growth (p. 5).
Parents, students and society should
require objective measures of academic success to make informed decisions.
According to the National Council on Teacher Quality (NCTQ), the number of states
requiring objective measures of student achievement to be included in teacher evaluations nearly tripled from 2009 to 2015, from 15 to 43 states nationwide (see Figure 1).

Today, accountability systems
require annual student testing in reading and math, and provide
objective and reliable (if limited)
measures at least once a year.
Since ESSA
requires the use of proficiency rates, one design
objective is a combination of
measures on academic achievement to reduce both the short - term gaming around «bubble kids» (both real and perceived) and also the long - term incentive to lowball cut - scores for various achievement bands on statewide tests.
The law
requires districts to adopt «multiple
objective academic
measures,» which could include statewide standardized test results, student portfolios and other placement tests predictive of math readiness, interim assessments and grades.
Sixteen states
require evaluations to include some
objective measures of student learning, and four states
require evidence of student learning as the prevailing criterion for teacher evaluation (Zinth, 2010).
NCTQ also found that 30 states now
require that teacher evaluations include
objective evidence of student learning, a reversal from 2009, when 35 states did not
require teacher evaluations to include any such
measure.
The bill would effectively override current state law that
requires that student growth data — the only
objective measure of a student's improvement from year to year — be one factor in a teacher's annual review.
However, the law
requires districts to include certain practices, such as relying on multiple
objective measures in placement decisions, using student performance data to ensure equity and efficacy, and ensuring the consistency of placement policies between elementary and high school districts.
Harris also discusses some «other ways to use value - added» should states still decide (e.g., within a flagging system whereby VAMs as the more «
objective»
measure could be used to raise red flags for individual teachers who might
require further investigation using other less «
objective»
measures).
Although Pennsylvania commendably
requires classroom observations as part of teacher evaluations, the state should articulate guidelines that focus classroom observations on the quality of instruction, as
measured by student time on task, student grasp or mastery of the lesson
