require statewide tests to be used — in some locally determined amount — as part of teacher and principal evaluations has three major implications:

statewide testing; use of the Parent Trigger laws

ESSA maintains the NCLB
testing schedule,
requiring states to
test students in reading and math annually in grades three through eight and once in high school, using
statewide common assessments.
Teacher candidates can not
test out of the
required 12 semester hours of reading, and the
test - out option, which became available in September 2001, is only for in - service teachers who were certified prior to the implementation of the
