Yesterday, the United States Department of Agriculture, announced new laws that they hope will close the internet puppy mill loophole that currently exempts breeders that sell puppies online from the same regulations and inspections
required of other breeders.

Although the rest
of the states remain silent and have no laws regulating
breeders at all, and
other states don't even
require ANY licenses and inspections, these new standards set by states, and operating on the territory
of those states, is a big step toward strict regulation
of the industry, and perhaps abolishing it as phenomena in the future.
A LOT
OF BREEDERS ARE GOING TO BE UPSET WITH ME WHEN THEY READ THIS, and with you if you
require it from them, but when you've been on the
other side, and had a pet with health or temperament problems, and had to either put the dog to death, or had to pay massive medical bills, and lived with the heartache, you'll agree with me 100 %!
Some states
require pet stores to post the names
of the
breeders in a visible location, such as on the dogs» cages, so consumers have additional information about where the puppies came from, and
other large - scale commercial dog
breeders sell directly to consumers over the Internet.
Inspections could only be conducted by state employees, and
breeders must be given an opportunity to correct violations. Inspectors would be
required to report violations
of animal cruelty or
other laws to the local authorities.Â

breeders provide basic care, including constant access to exercise areas, nutritious food and potable water, socialization with humans and
other dogs, regular and proper veterinary care, and more

of where they are located, to also adhere to Ohio's humane standards Hobby
breeders (defined as
breeders with fewer than 8 female breeding dogs) as well as animal shelters and rescue groups are exempt from coverage.
Others want the intensity
of nurturing an active pup and
require help in locating a reputable
breeder.
That permit would be
required in addition to
other breeder license requirements.The ordinance, given final approval by commissioners last week, also includes a stiffening
of fines for various violations
of the animal code.The revisions, the first to the code in years, were aimed at reducing the number
of abandoned and stray animals in town.
Pet stores, Internet sites, flea markets, and
others selling dogs commercially to consumers in Ohio will be
required to source dogs from
breeders who meet the new humane standards
of care.
The breeding permits and high intact - dog license fees
required by these laws and the accompanying number limits and
other requirements often drive good
breeders away, leaving puppy buyers with few options for finding well - bred healthy pets and robbing a community
of a broad and deep body
of knowledge about dog care and training.
I have recently had long discussions with a couple
of other long time Sheltie
breeders regarding what is
required to «breed to The Standard».
In the meantime, although no screening is
required for any
of the conditions named, the IGCA and
other responsible
breeders strongly recommend testing for PRA.
When looking for a puppy, remember that all dogs (like all
other animals and plants) carry genetic defects, that not all genetic defects cause painful disorders that
require Herculean efforts to cure or control, and that chances
of getting a pup with fewer serious defects are enhanced if you buy from a responsible
breeder who uses the tools scientists have provided.
The
breeder would be
required to display the license and include the license number in any advertisement, sale or
other transfer
of the animal.
The ordinance has record keeping requirements particularly for
breeders and pet stores and reserves the right
of the mayor to
require inspections at any time though, if there is no search warrant, permit holders can refuse access and schedule the inspection at a convenient time or offer to submit evidence
of compliance in some
other way such as at a hearing.
e. Commercial establishments selling locally bred dogs or cats shall prominently display the breeding permit number (s)
of the
breeder (s) whose dogs and cats are sold in said establishments and any
other pertinent information
required by the General Manager; Commercial establishments selling dogs and cats which were not bred within the City
of Los Angeles shall prominently display the name and address
of the
breeder (s)
of such dogs and cats and any
other pertinent information
required by the General Manager;
The bill
requires registration
of all animal rescues including foster homes but does not apply to any
breeders other than high volume
breeders and dog retailers; hobby and show
breeders, sporting or hunting dog
breeders, pet stores and small «backyard»
breeders would not be subject to any regulation under the bill.
A person convicted
of a crime
of cruelty to an animal shall be prohibited from working in any capacity that
requires such person to be in contact with an animal, including a commercial boarding or training establishment, shelter, animal control facility, pet shop, grooming facility, commercial
breeder service, veterinary hospital or clinic or animal welfare society or
other nonprofit organization incorporated for the purpose
of providing for and promoting the welfare, protection and humane treatment
of animals.
