WASHINGTON (CNN)- Help may soon be
on the way to the struggling U.S. auto industry after House Speaker Nancy Pelosi backed off her opposition to using funds from a
fuel -
efficiency research program for a bailout, two congressional officials said Friday.
The funds will advance
research projects geared toward improving energy
efficiency, developing alternative
fuels, improving electrical infrastructure and reducing U.S. dependence
on foreign resources.

research and development makes hybrids more expensive than conventional counterparts, rail experts agree that the savings achieved by improved
fuel efficiency can provide quick return
on investment.

Then we could be
on a course toward a sensible national energy policy, with profits not going to the profiteers who have brought us to the brink of disaster, but to
research and implementation of alternative, renewable
fuels and energy
efficiency.
Reduce dependency
on (imported) fossil
fuels (balance of payments, reliance
on potentially unfriendly or unstable nations as suppliers, high cost at the pump, all problems as seen from US viewpoint): — encourage nuclear power generation (cut red tape)-- encourage energy savings and improved
efficiency projects (tax breaks)-- encourage basic
research into new (non fossil
fuel) resources (subsidies)-- encourage imports from friendly neighbor, Canada (Keystone pipeline)-- encourage local oil and gas exploration («drill, baby, drill»)-- encourage «clean coal» projects (tax incentives)-- set goal to become energy independent within ten years

This Pollyanna view of fossil
fuel alternatives and
efficiency, which makes going green seem cheap and easy — little more than the cost of «a postage stamp a day» — has provided the justification for green - policy advocacy that has overwhelmingly focused
on pollution regulations and carbon pricing while ignoring serious investment in energy
research and development.
Accelerating
research and development of renewable energy and energy
efficiency, phasing out fossil -
fuel subsidies and progressively putting an explicit price
on carbon pollution were all key objectives agreed upon at the conference.
The stated purpose of the Energy Independence and Security Act of 2007 is «to move the United States toward greater energy independence and security, to increase the production of clean renewable
fuels, to protect consumers, to increase the
efficiency of products, buildings, and vehicles, to promote
research on and deploy greenhouse gas capture and storage options, and to improve the energy performance of the Federal Government, and for other purposes.»

on climate change: a vast increase in energy - related
research and development; an end to certain agricultural subsidies, especially that of corn - based ethanol; an increase in federal
fuel efficiency standards for vehicles; and laws to make pollution more expensive for companies.

research on German aviation
fuel as inferred from the spectrographic analysis of aircraft exhaust, not to mention the design and testing of
fuel baffles, experimental forest - clearing devices, and
fuel propellant systems (including flamethrowers — an application the pacifically - minded Guy must have disliked.)

on noise pollution and to raise
fuel efficiency, increasing demand for
research and development.
