After extensive
research on teacher evaluation procedures, the Measures of Effective Teaching Project mentions three different measures to provide
teachers with feedback for growth: (1) classroom observations by peer - colleagues using validated scales such as the Framework for Teaching or the Classroom Assessment Scoring
System, further described in Gathering Feedback for Teaching (PDF) and Learning About Teaching (PDF), (2) student
evaluations using the Tripod survey developed by Ron Ferguson from Harvard, which measures students» perceptions of
teachers» ability to care, control, clarify, challenge, captivate, confer, and consolidate, and (3) growth in student learning based
on standardized test scores over multiple years.
Teachers on the cusp of dismissal under the IMPACT
evaluation system in the nation's capital improved their performance by statistically significant margins, as did those
on the cusp of winning a large financial bonus, according to the study, published as a working paper last week by the Cambridge, Mass. - based National Bureau of Economic
Research.
This year the list is topped by four major
research pieces: an analysis of how U.S. students from highly educated families perform compare with similarly advantaged students from other countries; a study investigating what students gain when they are taken
on field trips to see high - quality theater performances; a study of
teacher evaluation systems in four urban school districts that identifies strengths and weaknesses of different
evaluation systems; and the results of Education Next's annual survey of public opinion
on education.
Despite the need to keep the focus
on academic achievement, the

Perhaps the most valuable byproduct of the No Child Left Behind Act (NCLB) has been the resurgence of
research on the effects of
teachers on student achievement, which has informed the redesign of
teacher evaluation systems.
Also in this issue: A look back at what the Obama administration's signature education reform got wrong, with lessons learned to guide states and districts in refining their
teacher evaluation systems, and a warning
on the limits of federally - led school reform; a proposal for how to redesign education

On October 5, researchers at the Center for Education Policy
Research at Harvard University will release findings from the Best Foot Forward project, an initiative testing whether video technology can help address the challenges faced by
teachers and school leaders in implementing classroom observations that are part of
teacher evaluation systems.
The E4E - LA policy team was comprised of 13 current educators who spent close to three months surveying
teachers,
researching other
evaluation systems, talking with stakeholders and collaborating
on their recommendations.

research study
on the benefits of aligning professional development to the
teacher evaluation system in order to improve instructional practice (and thus, student achievement).

evaluation systems, and school accountability
systems, recent
research has found that principals have a profound effect
on teacher retention.
