In the latter case, because important work needs to be validated and
researchers get scooped all the time, the reviewer needs to consider two things in making a decision: 1) how much time has passed since that other paper presenting (some of) the same results; and 2) how much new information is added in the «we - did - it - too» manuscript you are reviewing.
