OMB's role
in the budget process does not end when Congress passes
and the President signs the annual appropriations bills (or,
in more recent
years, the continuing
resolutions to provide funding for a limited period of time after the fiscal
year until the appropriations bills are agreed upon).195 OMB is intimately involved
in budget execution — the way federal agencies carry
out their work under the budgetary authority they have been granted.196 OMB affects budget execution through two different levers: the formal specification lever, through which it «apportions»
and otherwise defines how agencies spend the funds Congress has appropriated,
and the informal monitoring lever, through which it oversees agencies» implementation of their programs.

resolution calling on the NYC DOE to inform all parents of their rights regarding test refusal at the beginning of each school

New
Year resolutions can include cleaning
out old equipment
and space (like that 1990's treadmill that is now clothes rack), or, «stuff» that hasn't been seen
in years taking up valuable space.
A few of the graphical problems that I found during the first two chapters was that the text on the user interface did not seem to alter
in size along with the game
resolution,
and that some of the dialogue windows
and context sensitive icons did not appear as required, but hopefully these will be ironed
out before the game is released later this
year.
For although this reluctant
resolution may simply be motivated by the mundane tragedy of my own private aging, it has become increasingly clear to me
in recent
years that much of my current thinking about art was shaped rather decisively (if very indirectly) by that filial experience,
and much of the conjecture I am seeking to flesh
out in this essay is directly influenced by my first encounters with art — encounters which first took place
and shape
in front of my father's modest but well - balanced library,
in his ateliers (he must have moved house every two
years or so for a whole damned decade), at the opening receptions for the many group shows he was
in, throughout the late 1970s
and early to mid-1980s,
in villages, towns
and cities scattered across the Flemish plains.
