resourced safety net programs should be in place to enable and encourage collaboration between key agencies (animal shelters, rescues, veterinarians, law enforcement, human service providers, food banks and policy makers) to identify situations where keeping pets and people together may be the best course of action and ensure that vital services are provided to accomplish this goal.
