This is largely a
result of effective conversations across stakeholder groups, led by the Australian Institute for
Teaching and School Leadership (AITSL).
The most significant recent research on teacher evaluation was initiated in 2009 by the Bill and Melinda Gates Foundation, and
resulted in a 2011 report known as Measures
of Effective Teaching (MET).
Standards for Professional Learning is the third iteration
of standards outlining the characteristics
of professional learning that lead to
effective teaching practices, supportive leadership, and improved student
results.

We believe that many PhD graduates have the skills to become
effective classroom teachers as a
result of previous experiences
of teaching at university and managing varied and demanding projects throughout their studies, equipping them with the foundational skills needed for working in a busy school environment.
Rushed APPR plans reviewed by law school students and supervised by a young, former
Teach For America grad now Fellow, led to disastrous
results such as those
of Syracuse, where 40 %
of the teachers were rated below
effective and no elementary or middle school teacher was found to be highly
effective.
The teachers share their
results from all
of these assessments with their colleagues, and they quickly learn when a teammate has been particularly
effective in
teaching a certain skill.
As a
result of these observations and discussions with teachers they determined that the key
teaching problem
of practice was that teachers needed to better
teach the vocabulary and the processes for students to engage in
effective mathematical discourse.
The Department
of Education has promoted teacher leadership in multiple ways through grants such as Supporting
Effective Educator Development (SEED), Teacher Incentive Fund (TIF) and Investing in Innovation (i3), as well as through programs such as the RESPECT Project, which engaged educators in a nationwide dialogue for transforming the
teaching profession and
resulted in a blueprint.
The
results suggested a connection between teachers» beliefs about the nature
of learning and
effective teaching practices to their technology implementation practices.
Comparative
results from the first
Teaching and Learning International Survey (TALIS) show that education systems can best support teachers by shifting public and governmental concern away from the mere control over the resources and content
of education toward a focus on outcomes, by moving from hit - and - miss policies to targeted interventions, and by moving from a bureaucratic approach to education to devolving responsibilities and
effective school leadership that supports teachers through targeted professional development, appraisal, and feedback.

Moreover, and based on the very limited sample
of my own observations in person, those first two or three years
of work typically do not constitute the best
teaching that a person is likely to do, so the energy and enthusiasm don't necessarily mean spectacularly good or

results.
