These commenters argued that for multi-center research, researchers may require protected health information from multiple
covered entities, each of whom may have different requirements for the documentation of IRB or privacy
board review.
For research, if a
covered entity wants to use or disclose protected health information without individual authorization, it must obtain documentation that a waiver, in whole or in part, of the individual authorization required by § 164.508 for use or disclosure of protected health information has been approved by either an Institutional

If the primary purpose of the activity is to produce generalizable knowledge, the activity fits within this rule's definition of «research» and the

For research that relies on the use or disclosure of protected health information by
