students are being targeted or unfairly treated because of their race, religion, gender, and nation of origin; when vital funding that helps disadvantaged children is at
risk; and when proven solutions that can significantly increase the number of children who read by third
grade and who graduate high school career or college ready still aren't in place
across our nation.
